Fuel & Energy Complex of Russia:
The Fuel & Energy Complex and the State Energy Policy of Russia

Series of Analytical Reports
(2nd Half of 2003)

The Center for Current Politics presents the Third Series of analytical reports devoted to the key problems of the fuel & energy complex's development and the priorities of the state energy policy in Russia. The Series analyses the current situation in the Russian fuel & energy complex and strategies of its development in the three dimensions: oil, gas and electricity.

The resources used are the own information of the CCPR: industry statistics, data of fuel & energy companies, information of federal and regional mass media, materials of conferences and round tables.

The series consists of 4 reports due to be released in August - December 2003.

Russian Oil & Gas Complex in Russian Politics: the Year of "Big Elections"
(10 September 2003)

The paper studies:

  • the system of political support of the oil & gas corporations' activities
  • the main conduits of lobbying the fuel companies' interests in different bodies of the Russian authority
  • impact of the fuel & energy companies on Russian politics - official and non-official, federal and regional
  • attitude of the key political stakeholders towards the fuel & energy complex
  • political interests, stakes and strategies of the major oil & gas companies in the Russian parliamentary elections in 2003

Russian Energy Complex's Reform: from New Legislation to Implementation
(20 October 2003)

The report considers:

  • first steps in the field of practical realization of the electric energy reform
  • creation of regional generating companies, reshuffling of shareholders and restructuring of the leading regional power corporations
  • interests and strategies of new "electric energy" investors: oil companies, banks and industrial groups. Prospects for practical realization of the reform in 2004.

Russian Petroleum and Gas Chemistry: Problems, Trends, Development Scenarios
(30 November 2003)

The report analyzes:

  • present alignment of forces in the petroleum and gas chemistry of Russia

  • prospects for the industry consolidation
  • prospects for the petroleum and gas chemistry development in 2004
