The United Russia party resolved to increase the number of own national projects. They see the fifth project in the 'United Russia – for the Children of Russia' program. Its launch began with a confusing situation: without coordination, the working group included TV journalist Svetlana Sorokina, which bewildered her. The Kremlin did not perceive the idea of the 'fifth national project' seriously.
Before January 30, Boris Gryzlov should receive the concept of the party program aimed at supporting the Russian kids. Yesterday, the presidium of the United Russia confirmed the composition of the working group that will be developing the concept of the 'United Russia – for the Children of Russia' program. The latter will consist of two parts: social protection of children, and their intellectual and moral development, as informed by a source in the party administration that attended the presidium. According to the representative of the Duma committee on Women, Family, and Youth Ekaterina Lakhova, the children program that is currently under development by the Healthcare Ministry and the Ministry for Education and Science is devoted mainly to construction [of children establishment]. "The problem of homeless children and child neglect, the issues connected with adoption of orphans, are not reflected in it" – complained Lakhova to Vedomosti. Chief of the UR Executive CMTE Andrei Vorobiev informed Vedomosti that Lakhova would head the working group.
This week, the High Council of the Homeland's election bloc announced the people's-patriotic forces that constitute the bloc would be unified into one political structure on the Homeland Party platform. At the same time, Homeland's opponents claim that the bloc will soon perish. Such statements were particularly submitted by the anti-Rogozin coalition with the same name – Homeland. On the eve of the epochal decision of Rogozin-Glaziev-Varennikov, it urged the participants in the election bloc to unite against the Homeland of Rogozin. Dmitry Rogozin himself said in an interview to RBC daily that he had no intention to react to such statements, instead would occupy himself with the unification of the political forces on the social-patriotic ideological platform.
Not long ago, RussNeft announced its plans to bid for the auction on the 49% of the Slovak oil transport company Transpetrol held by Yukos. According to the deputy chief of the Economic Development and Trade Minister Andrei Sharonov, who made the announcement, the Russian government would support the company. At that, he noted that Rosneft and Tatneft that earlier also were among the candidates for Transpetrol, did not apply for the participation. Russneft made no comments on the official's statement. Meanwhile, market experts believe that Transpetrol cannot be considered a profile asset for the company of Mikhail Gutseriev. They do not exclude that the decision to participate in the auction was in fact taken in the Kremlin.
National projects definitely have become prior activity of the executive branch. Nobody argues that the chosen fields of activity are most important. For example, housing. It is well known that housing question poisoned Muscovites and other Russians. The question is whether the authority has solution of the problem.
It seems that plenty of the reserve money promotes mass building of social housing. But it is not the worst way. Then it is unclear how to stimulate people’s activity. Moreover, those who staked on their own forces will discover that the state, first of all, stimulate idle-paternalists. Therefore such a way of housing problem solution will become a catastrophe for economy development.

How does an elected governor differ from the one appointed by the President? Which one of them will make the life of the citizens better? Izvestiya studies the results of the first sociological research devoted to the assessment of the regional population of the governors that were appointed this year. The research was carried out by the Public Opinion Fund (FOM). The Fund's experts studied the situation in five federation subjects, where the 'president's governors' are already working. This is Irkutsk, Nizhniy Novgorod, Saratov, Tula, and Altai districts.
The Moscow City Duma will largely preserve the succession regarding the previous composition and will still be loyal to the City Hall. This is the main result of the election to the Moscow parliament held last Sunday. According to the preliminary calculations, 28 seats will be taken by the UR deputies, 4 – by KPRF, and 3 – by Yabloko. The majority of the forecasts made before the election came true. The only thing that was hard to forecast was the emergence of KPRF in the second place, which was predicted to the disqualified Homeland Party. Experts believe that the discharge of Homeland helped the communists gain more votes, while the result of United Russia is considered predictable. However, not all analysts think that the victory of UR is final.
